Unfortunately, dogs in P.R are like cats here in the U.S. THAT&#39;S why they&#39;re not &quot;chained up,&quot; and that&#39;s why you wont see Puerto Ricans touching them because these dogs are stray dogs that carry diseases...notice how a lot of them have missing patches of hair? My Dad said Costa Rica was the same way, so maybe it's a Latin American thing (since don't have another frame of reference, I wouldn't know). Also, they do a pretty good job of keeping the strip-malls and stuff separated from everything else (I never saw a chain store in any of the mountain towns). <BR/><BR/>We're thinking about going back to Ponce for the Carnival celebration next February.
